Turning off vest for Rebel model in SP

I am trying to convert the Rebel model to replace Kyle in SP. I want to turn the vest off so that the model just has the shirt. The problem I have is that although I can turn off the vest, I can't seem to turn on the torso_augment_off surface. That surface is already in the model_default.skin, but it doesn't seem to show up in-game.

The surfaces with "clear" turn off okay, but again, I can't seem to turn on the torso_augment_off on properly. I'd really appreciate any help anyone can give me

By a bizzare coincidence I have a problem with the exact same model at the exact same time, well whadaya know

If you import the Rebel model into SP, the back of their legs at around the point at the top of their boots has a see through band, does anyone know a fix for this, or has anyone had the same problems? I am also having the Torso problem Prime is having, so to speak.
