Okay. Firstly, you took that wheel from your friend's jeep model and didn't even say that you didn't make it. It's not nice to do that, even if he is your friend.
Secondly, it appears that you have little to no knowledge of videogames whatsoever, which is what's so disturbing about all this. Polycount has next to NO effect on level loading times. You could make a 20k model and it wouldn't make a difference. If you're unable to make a more detailed model than that, I suggest editing for Dark Forces or some such game. The model is inaccurate--look at blueprints. The textures are...non-existent. You can't just slap a pattern on it and call it a texture. And before you start, the artistic quality of a texture doesn't affect level loading time either. If you really can't skin, photorape something. The wasted polygons are still there, proportions are way off and it looks like a box. No matter what you insist on saying again and again, the model needs a lot of work, and it's not fine the way it is.
As to getting it ingame, I believe I remember you taunting GothiX about him not being able to get his ingame...curious to say the least. And judging by what I've read on your mod forums ("i think, although im not sure, that gettin the model in the game has something to do with editing the dlls"), I recommend looking for some more knowledgable staff to get the stuff ingame. No offense intended to those involved, of course.
The first step toward improvement is admitting that it needs improvement, and you haven't seemed to reach that point yet.
So...yeah, I'm done. Refute my post as you will.
