I know of that file, though I don't see anything in there to increase say the range or rate of the vehicle repair. I don't see anything related to what the repair facilities do, just there build costs and build time, and the sound FX they trigger.
Guess you can't then. Oh well. On to try my next probaly impossible mod....
By the way the actual abilities for all build pad structures are found in the file Groundturrets.xml
The other file is just saying what can be built, but not the abilities and the structure themselves, its just for when they are under construction. The title is kind of misleading as its not a "turret" in the traditional sense.
