how do you mod the pop cap

For those who didn't take the trouble to look, the space pop cap is in FACTIONS.XML.

<Space_Tactical_Unit_Cap>

There's a separate one for the Rebels and Empire.

Land pop cap is more complex, and I haven't messed with it personally, so I wouldn't want to say how it's done.

In FACTIONS.XML, look for <Land_Skirmish_Unit_Cap_By_Player_Count>.
There's a separate section for the Rebels and the Empire.
You'll see three sets of two numbers divided by commas.
Change the numbers after the commas to something higher than 10.

That's it.
I don't mind explaining it, it's just that I haven't personally DONE it, so I don't vouch for the method.

This was actually really hard for me, none of what anyone said worked for me, but someone made a cheat that had a no reinforcement cap on it, and this seems to work the best for me. In gameconstants xml file <Allow_Reinforcement_Percentage_Normalized> 0.25 </Allow_Reinforcement_Percentage_Normalized> change 0.25 to 5.25 and you can have unlimited land battle reinforcements
