It really depends on if the toilet the plunger was used on was used. I don't see anything wrong with licking a piece of rubber that was submerged in potable water.

$50 is wayyyy to little for something so potentially unsanitary. Now....if the toilet brush were brand new (unused) and used to mix spiked punch (or any good tasting booze/mix), I'd probably go for the $50.

I've taken microbiology. I've cultured some of the germs that could live on plungers. It's not pretty. The 5-second rule does not apply to anything that goes in toilets.
