How/when do the game decide if you get Mira or Hanhar?

Depends on your alignment at the time Mira and Hanharr prepare for a duel in this arena. If you're feeling adventurous, enter Nar Shaddaa as lightside, do complete lightside quests and use cheats to change to darkside just before the Mira/Hanharr scene. See if you get Hanharr, that should confirm it. If not, then the check comes earlier.

IIRC it is set by your alignment when you first go to the docks on Nar Shaddaa. There was a choice mod that was hosted on PCGM.

I always thought it was decided by your alignment as you approach the entrance to the Docks after you get the call - I usually cheat a bit and go light then, to get Mira in the party.
