Anything's possible, but I have my doubts that a trained CIA agent would be impudent enough to try and walk across the border. It was probably just an innocent civilian who North Korea decided to arrest simply because s/he was American.

Also since Americans are all assumed to be worth a lot of money abroad, it may be scheming and using civil law to try to pinch money.

CIA? Isn't that a bit conspiracy theorist? There are a lot more tourists in China, many of whom can manage to get themselves lost quite easily, than there are CIA agents. It's not like the borders are well marked in many rural areas.

 well, Korea also admitted holding a "second" american along with another being captured on Christmas Eve. Apparently they were travelling "illegally" from China to N. Korea. Wow, blame China, how sad |
