Looks like someone has a "cheeky" sense of humor over there. 
**looks like the Huff Po has cropped the pic...it showed up when posted...but you could originally see the "plumber's crack" of the guy hurling the rock. Hence "Crackdown" in title seemed a bit perverse as humor goes.
