The chat is not working

It put a little error messege at the bottom:

Error connecting to java.games.net/(then it puts some numbers, which i'm not going to write down in case it's my ip address): connection refused.


Does this mean i should dload an IRC program?

And yes, you should download mIRC. It's much more convenient, and it has much more functionality than a mere Java Applet.
