Look at the hoses going into the Ship.
Find the panels by the hoses. Memorize the symbols.
Go outside and find the fuel tanks (they may not have guardrails, but at least they put rocket fuel OUTSIDE the buildings) Jump up, and set the panels to the right symbols and you should fuel the ship.
Then you just need to open the roof, kill some more bad guys, and get the heck out of there...
