not according to their website. its all scripting.
sludge sounds good but i am no genuis when it comes to programming.

The development kit has a set of tools, but that won't help you with the scripting part.
I'm not genuis when it comes to programming either, but I slowly learnt by looking at the example games and changing bits here and there.
I also read the manual and tried coding stuff myself. And when I got stuck I asked for help on the Forum.
This way I think you could learn to use any language, whether it's SLUDGE, AGAST or AGS.

Well, in SLUDGE's development kit you'll find the following tools:
Floor maker -- You can draw lines over your images to define the walkable areas of your game.
Sprite bank editor -- With this program you can convert your images so that SLUDGE can use them. You can insert frames which together form an animation. You can't draw with this tool though, so you'll need to draw the frames of an animation with your paint program and then you can import them with this tool
Z-buffer maker -- With this program you can manage depth. Certain objects need to be in front ro to the back of other objects
Project manager -- Compiles the game, let's you set the speed of frames per second, and much more options.

I think sludge is ok, but it should be free. I managed to make a small 'game' with it a while ago. I'm interested to see if the help file has improved at all.

I think Dark Basic, MultiMedia Fusion, Visual Basic, etc. should be free too, but alas...
Of course the author of SLUDGE has more responsibility to it's users then the authors of AGAST and AGS. It's a choice you have to make as an author (and as an end user).
